존경하는 서울시민과 교육가족 여러분!

시민 여러분께서 사랑과 믿음을 보내주신 덕분에 저는 다시 이 자리에 섰습니다. ‘서울시 교육감 조희연’은 여러분의 교육에 대한 기대와 열망이 응집된 분신임을 잘 알고 있습니다. 그 책무와 역할이 앞으로 4년동안 저의 좌표가 될 것입니다.

저는 4년전 세월호 학생들의 영정 앞에서 교육혁신을 통해 더 나은 사회를 만들겠다고 약속하였습니다. 지난 4년동안 “병든 사회, 아픈 교육” 을 “건강한 사회, 따뜻한 교육”으로 바꾸기 위해 나름대로 최선을 다해 왔습니다.

“모두가 행복한 혁신미래교육”을 기치로 혁신교육을 복원하고 미래교육을 위한 터전을 마련해 왔습니다. 하지만 그간의 작은 성취로는 부족합니다. 저를 다시 선택하신 것은 그동안 다하지 못한 소임을 앞으로 4년 동안 이루어 내라는 준엄한 명령임을 잘 알고 있습니다. 거듭 마음에 새기며 겸허하게 소명을 다하겠습니다.

2022년 서울교육의 변화된 모습을 상상해 봅니다.

학교 구성원 모두가 자부심을 갖고 참여하고 서로 배려하면서 민주적 교육 공동체를 이루어내는 학교를 꿈꾸어 봅니다.

아현산업정보고등학교에 방문했을 때입니다. 수업마감 종을 치기 무섭게 학교 조리실로 달려가는 모습을 보았습니다.

“나중에 ‘냉장고를 부탁해’에 쉐프로 출연할테니 교육감님 기대하시라”는 말을 들었습니다. 쉬는 시간도 아까운 학교로 오는 등굣길은 너무나 설레일 것입니다. 서울의 모든 학교가 학생들이 기대와 설렘으로 가득차 등교하는 “아침이 설레는” 학교가 되는 꿈을 감히 꾸어 봅니다.

또한 열정과 포부를 가득 안은 우리 선생님들이 자긍심을 갖고 모든 역량을 학생들에게 쏟을 수 있는 학교입니다. 학부모님들이 조력자를 넘어서 교육의 주체로서 참여하고 공교육에 대한 신뢰가 학부모님들의 무거운 어깨의 짐을 덜어주는 교육이 이루어지는 상상입니다.

서울의 25개 모든 자치구마다 마을이 학교이고 학교가 마을의 터전이 되는 학교와 가정, 마을이 함께 하는 교육을 그려봅니다. 이러한 학교에서 학생들이 입시교육의 굴레에서 벗어나 세계와 미래를 향해 함께 성장하는 교육이 실현되는 모습입니다. 태어난 집은 달라도 서울의 어느 곳에서도 정의로운 차등을 통해 배우는 교육은 같은 세상을 꿈꾸어 봅니다.

존경하는 서울시민 여러분, 사랑하는 교육가족 여러분

이제 저는 이러한 꿈을 실현하여 “교육다운 교육”이 이루어지는 교육선진국을 향한 담대한 장정을 시작하려고 합니다.

‘배우는 기쁨(joy of learning)'이 넘치는 교육과정 중심의 학교운영이 되도록 하겠습니다.

우선, 공교육의 책무를 다하고 학교교육의 질을 높여 미래를 준비하겠습니다. ‘공교육의 힘’이 복원되는 미래를 향하여 열심히 나아가도록 하겠습니다.

먼저 무엇보다 강요된 배움에서 즐겁고 자발적인 배움으로 전환해야 합니다. 그러기 위해서는 학습과정에서의 학생들 자신의 자기주도성과 능동성을 가능케 하는 방향에서의 수업혁신과 평가혁신이 이루어져야 합니다. 당연히 학생들의 선택권과 자율성도 확대되어야 합니다. 지난 4년에 이어 향후 4년 동안도 이러한 혁신의 노력은 지속될 것입니다.

또한 배우는 기쁨이 넘치는 교육과정을 향하여 각급 학교 수준에서 다양한 노력을 진행해가겠습니다. 공립유치원을 늘리고 자연과 친숙한 유치원 환경을 갖출 수 있도록 하고 놀이를 통해 배우는 수준 높은 유아교육과정을 정립하겠습니다.

초등학교에서는 기초부터 차근차근, 한명의 어린이도 학습결손이 쌓이지 않도록 하겠습니다. 초등학교 저학년부터 개인별 맞춤교육에 집중해서 청소년기 이후의 인지적·정서적 결핍과 부적응을 예방할 수 있도록 지원을 아끼지 않겠습니다.

저는 교육 백년대계의 초석은 초기 교육에 있다는 굳은 믿음이 있습니다. 교육 선진국들이 초기 교육에 많은 자원을 투입하는 것도 이런 이유입니다. 제가 앞으로 ‘기초교육 교육감’, ‘주춧돌 교육감’, ‘어린이의 교육감’으로 불린다면 더없이 자랑스러울 것입니다.

중학교에서는 자유학년제와 협력종합예술활동을 전면화하면서 가장 예민한 사춘기에 풍부한 감성과 품격 있는 지성, 포용력 있는 태도를 기르도록 하겠습니다. 고등학교에서는 책임감을 갖춘 준청년으로서 진학과 미래 직업을 준비할 수 있도록 공정한 학교체제를 갖추고 다양한 교과와 학과를 선택할 수 있도록 하겠습니다.

‘서울형 3품 교육공동체’를 실현하겠습니다.

‘모든 아이는 우리 모두의 아이입니다’라는 격언이 서울에서 현실이 되도록 하겠습니다. 학교 안팎을 막론하고 적어도 유·초·중등 교육의 품안에서는 모두가 믿음을 가질 수 있어야 합니다. 아이들을 ‘가족품’과 ‘학교품’, ‘마을품’에서 안전하고 빈틈없이 보살필 수 있도록 시스템을 만들겠습니다.

이를 바탕으로 가정-학교-마을품의 상호연계를 통해 교육-돌봄-복지의 상호 통합적 모델을 만들어갈 것입니다. 집이 어려워도 장애가 있어도 교육비 걱정없이, 배려와 돌봄을 받을 수 있도록 하겠으며 학교밖 청소년도 학력인정을 받을 수 있는 시스템을 만들고 학습지원 수당도 지원하겠습니다.

서울 전역으로 확대되고 있는 혁신교육지구에서 교육청과 자치구의 돈독한 협력을 통해 ‘교육 안전망’이 더욱 체계화 될 것입니다. 그럴때 소외된 아이들이 없는 더불어숲 교육이 가능할 것입니다.

서울 교육의 전영역에 혁신미래교육의 가치를 더하여 나가겠습니다.

저는 지난 4년을 묵묵히 ‘혁신’이라는 가치로 서울교육을 이끌어 왔습니다. 대한민국 교육 100년사에서 처음으로 ‘혁신’의 가치로 서울교육 4년의 행정을 이끈 첫 사례였다는 점에서 자부심도 있습니다.

그러나, 저는 우리 대한민국과 서울교육을 바꾼 ‘혁신’의 가치에 큰 역사적 의미를 부여하면서도 그것에 갇히지 않으려고 합니다. 혁신은 늘 진행형입니다. 향후 4년 동안 혁신은 미래를 품는 혁신으로 나아갈 것입니다.

다시 새롭게, 더욱 새롭게라는 정신으로 그동안의 혁신교육의 성과를 점검하고 계승하면서 4차산업혁명시대를 열어갈 미래역량을 갖춘 아이들로 키우고자 합니다. 혁신학교는 더욱 내실 있게 강화하고 그동안의 경험을 일반학교로 나누겠습니다. 권역별 협업체제를 구성하고 학교 안은 물론 학교간 교원학습공동체도 더욱 활성화하여 집단지성의 힘으로 서울교육의 혁신을 완성하고자 합니다.

메이커 교육 활성화와 '꿈 담 교실'과 같이 학교환경을 미래지향적으로 개선하여 학교를 학습과 놀이, 쉼이 넘치는 곳으로 만들고자 합니다. 남북관계의 진전에 따라 공존과 상생의 평화교육을 실시하고, 세계시민교육, 다문화 교육에도 힘쓰겠습니다. 이 모든 가치지향의 교육은 민주적 시민성을 함양한다는 큰 목표 아래 녹여낼 수 있도록 하겠습니다.

서울교육청의 청렴 문화를 더욱 성숙시켜 나가겠습니다. 예상되는 부정비리는 발생할 기회 자체를 원천적으로 차단하겠습니다. 국민의 공복으로 능동적인 행정을 안하는 무사안일도 청렴의 적입니다. 일부의 비리사학 역시 보다 엄격하게 관리하여 정상화하도록 하겠습니다.

학교자율운영체제를 향한 교육행정의 창조적 재구조화를 실현하겠습니다.

그동안 학교의 자율성을 통해 교육의 질적 도약을 이루려고 노력해 왔음에도 불구하고 아직 학교는 교육청의 지침과 감독에 동여매어 있습니다. 세계와 어깨를 나란히할 인재는 도전과 창의를 통해 길러진다고 강조하면서도 서열화된 대학체제와 사회불평등의 위협으로 학교는 정답 맞추기 교육을 완전히 떨치지 못하고 있습니다. 비정상적인 과열 경쟁이 진짜 경쟁력을 좀먹고 있습니다.

이제 관주도형 교육에서 벗어나 다양한 조건의 학교 자율로부터 나오는 에너지를 교육개혁과 교육력 도약의 동력으로 삼으려 합니다. 결국 교육은 선생님이 학생들과 나누는 눈 맞춤에서 이루어집니다. 선생님들이 잡무에 메달리지 않고 교육과정을 자유롭게 그리고 자율적으로 운영하실 수 있도록 하는 환경을 만들어드리는 것이 모든 교육혁신의 방향이며 목표입니다.

교육청이 일을 만들고 지시하는 시대는 이미 지났습니다. 선생님들의 열정을 뒷받침하는 일, 학부모님들의 교육열에 부응하는 일, 우리 아이들 모두를 세심하게 보살피는 일, 이것이 교육청과 교육감이 앞으로 해야 할 일이라 생각합니다. 이런점에서 지난 4년 동안도 학교 운영과 교육과정의 자율성을 확대하고 교육에 전념하도록 하는 환경을 만들기 위한 노력을 진행해 왔습니다마는 이제는 더욱 구조적으로 교육청과 지역청의 교육행정을 더욱 전면적으로 재구조화하는 노력을 진행하겠습니다.

교육청은 과감하게 사업을 줄이고 조직을 개편해서 학교를 총체적으로 지원하는 역할로 변신시키겠습니다. 교직원과 교육공무직, 학생, 학부모, 지역의 역동적인 거버넌스를 통해 다양하고 조화로운 교육의 발전을 꾀하게 될 것입니다. 이러한 노력을 통해 아이들의 교육과 학습에서 사교육이 아닌 공교육이 확고한 터전이 되는 학교를 만들어 나갈 것입니다.

개방적 시민 협치와 조용한 생활문화 혁명의 모범을 만들어 나가겠습니다.

지난 4년의 경험을 돌이켜보면 정책은 교육주체와 시민들의 문제의식이 담겨있고 정책실행 과정에 직접 참여할때 성공의 가능성을 확인하게 됩니다. 저는 시민 1만명이나 학생 1천명이 정책을 청원할 때 교육청은 의무적으로 검토하여 현실화하는 방안을 마련 하겠습니다.

교육감과 시민이 항상 소통하는 열린교육감실도 내실 있게 운영을 해보려고 합니다. 4년 임기내내 열린교육감실이 운영되겠습니다마는 특별히 향후 1달동안 ‘특별 경청기간’ 에는 열린교육감실을 통해서 제안되는 시민들의 의견과 제안을 교육감이 직접 챙기도록 하겠습니다.

그리고 본청과 교육지원청, 학교의 전 구성원을 대상으로 ‘교육감 임시 개인 이메일’을 개설하여 다양한 의견을 직접 수렴하도록 하겠습니다.

선생님들께서 참여하고 있는 서울미래교육 상상톡이나 서울학생참여위원회도 더욱 활성화하고자 합니다. 나아가 일상적 국면에서 각계각층의 의견을 수렴하기 위하여 운영하고 있는 자문관 제도를 더욱 확대하여 일상적으로 교육시민사회의 의견이 가감없이 수시로 교육감에게 전달되도록 하겠습니다.

이외에도 개방적 시민협치의 다양한 제도를 창의적으로 개발하여 열린 공공기관의 새로운 전범을 만들어가도록 하겠습니다. 학교와 교육영역은 미래세대들이 현재의 관습을 넘어 미래의 문화와 관행을 체험하고 습득하는 공간입니다.

최근 스쿨미투운동을 포함하여 다양한 생활문화 영역에서 변화가 나타나고 있습니다. 촛불혁명은 혁신의 파장이 단순히 정치영역을 넘어 다양한 생활문화영역으로 확장되고 있습니다. 이에 발맞추기 위해서는 학교와 교육영역이 보다 자유롭고 보다 자율적인 생활문화가 실현되는 공간이 되어야 합니다.

이런 점에서 일상 속에서 숨 쉬듯 이뤄지는 생활 속 민주주의를 구현하는 다양한 노력들을 진행하고자 합니다. 구성원들을 엄격한 직급과 직위에 의해 나누는 호칭문화, 고정화되고 획일적인 두발과 복장문화, 위계적이고 권위적인 ‘관계’ 문화를 포함하여, 일상 속에서의 분리, 규제, 차별, 의례를 전제로 하는 관행과 문화를 혁신하는 노력이 이루어지도록 하겠습니다. 저는 청바지와 반바지도 자유롭게 느껴지는 그런 교육청 문화, 차이가 존중되고 그 차이가 다양성으로 인정되는 학교와 교육청 문화를 소망해봅니다. 이를위해 교육공동체의 다양한 구성원들이 기존의 관행과 문화를 되돌아보고 새로운 집단지성을 만들어내는 숙의민주주의적 프로세스를 시행해보고자 합니다.

한분 한분이 저의 스승이자 멘토이신 서울시민과 교육가족 여러분!

지난 4년 동안 한편으로 배우면서 한 편으로 교육혁신을 위한 ‘행동하는 행정’을 실천해 왔습니다. 재선 출마를 결정하기까지 ‘나는 왜 다시 교육감을 하려고 하는가’를 거듭 스스로 물었습니다. 지난 4년의 경험이 제 마음 속에서 대답했습니다. ‘교육이 다시 길이고 희망이 되어야 한다. 그 가능성을 발견했다’라고 말입니다. 이 질문과 대답에서 다시 시작하려고 합니다.

배움이 느린 학생이건 빠른 학생이건, 공부를 잘 하는 학생이건 못하는 학생이건, 우리 아이들 그 누구 하나도 놓치지 않겠다는 것, 소외되고 억울하고 차별받는 아이가 없도록 교육하겠다는 것, 아이들의 다양한 잠재력에 부응하는 다양한 따뜻하고 정의로운 서울교육을 향해서 나아가도록 하겠습니다.

이러한 방향을 향해 감에 있어 조용하지만 안정된 혁신을 이끌어 가겠습니다. 세계의 교육자들이 서울교육 혁신을 부러워하며 배우러 찾아오도록 하는 것이 저의 꿈입니다. 이제 ‘한걸음 더’ 서울교육이 열 걸음, 백 걸음으로 이어져 교육의 백년대계로 뿌리내릴 수 있도록 성큼성큼 걸어가겠습니다.

아마도 그런 노력의 도정에서 우리는 선험적으로 설정된 교육선진국이 아니라 우리의 채취가 어린 독창적인 교육선진국에 도달해 있을 것입니다. 이 모든 일들이 교육감 혼자의 힘으로는 이뤄질 수 없습니다. 어떤 일들은 중앙 정부의 협력이 절대적으로 필요하며, 법령상의 제약이 있는 것도 많습니다.

불합리한 관행과 제도, 행정에 대하여도 과감한 혁신으로 보다 현장친화적, 시민친화적 교육청으로 거듭나게 하겠습니다. 함께 가겠습니다. 서울교육의 주인은 바로 학생 여러분, 선생님들을 비롯하여 학부와 시민 모두입니다.

더 듣고 더 생각하고 담대하게 실천하겠습니다. 저에게 임무를 맡기기 주저하셨던 시민들께서도 기꺼이 동의하고 만족할 수 있는 서울교육을 일구어 내겠습니다. 그리고 저와 함께 경쟁하셨던 후보들의 소중한 공약도 서울교육의 양분이 될 수 있도록 정책으로 녹여내겠습니다.

함께 손잡고 가겠습니다. 교육선진국을 향한 담대한 발걸음을 감히 서울에서 시작하겠다고 말씀드립니다. 다시 서울 교육가족과 시민을 향해 손을 내밉니다. 제 손을 잡아 주십시오. 더 새롭고 더 활기찬 서울교육을 열어갑시다.

Honorable citizens of Seoul, esteemed members of our educational community,

It is with deep gratitude for your love and trust that I stand before you again today. I am well aware that “Cho Hee-yeon, Superintendent of the Seoul Metropolitan Office of Education,” is not just a title—it is the embodiment of your hopes and aspirations for education. This responsibility and role will guide my work for the next four years.

Four years ago, I stood before the portraits of the students lost in the Sewol ferry tragedy and promised to create a better society through educational innovation. Over these past four years, I have done my utmost to transform a “sick society and wounded education” into a “healthy society and warm education.”

Under the banner of “Innovative Future Education for All,” I have worked to restore innovative education and lay the foundation for a future-oriented system. But I know these achievements are not enough. Your decision to elect me once more is both a solemn command and a reminder that there is much left to do. I will take this responsibility to heart and humbly dedicate myself to fulfilling my calling.

As I look ahead to 2022, I imagine a transformed Seoul education.

I dream of schools where every member feels pride in their community, where participation and mutual care foster a democratic educational environment.

Let me share a memory from my visit to Ahyeon Technical High School. As the bell rang to end classes, I saw students rushing to the school kitchen, eager to learn. One student told me, “Superintendent, you’ll see me as a chef on ‘Please Take Care of My Refrigerator’ someday—just wait and see!” The excitement of students, who can’t wait to get to school, is what I hope for every morning in Seoul. I dare to dream that every school in Seoul will be a place where students arrive full of anticipation and excitement.

I also imagine schools where passionate teachers pour their hearts and expertise into their students, where parents are not just supporters but active participants in education, and where trust in public education eases the burdens on families.

Across all 25 districts of Seoul, I envision schools that are part of the community, where the boundaries between school, home, and neighborhood blur. In these schools, students will be freed from the pressure of entrance exams and grow together toward the world and the future. Though our backgrounds may differ, I dream of a Seoul where every child, regardless of where they are born, receives a fair and just education.

Honorable citizens of Seoul, beloved members of our educational family,

Today, I begin a bold journey to make these dreams a reality, to make “education worthy of its name” a reality, and to advance toward an educational nation.

I will ensure that schools are run with a curriculum that brims with the “joy of learning.”

First, I will fulfill the responsibility of public education and raise the quality of school education to prepare for the future. I will work tirelessly to restore the “power of public education.”

Above all, we must shift from forced learning to joyful, voluntary learning. To achieve this, we need innovation in teaching and assessment that empowers students’ self-direction and active participation. Students’ choices and autonomy must be expanded. These efforts will continue throughout the next four years.

I will also promote a curriculum that is rich in the joy of learning at every level. We will increase the number of public kindergartens and create environments where children can connect with nature. We will establish a high-quality early childhood curriculum centered on learning through play.

In elementary schools, we will ensure that every child builds a solid foundation, so that no child falls behind. Starting from the lower grades, we will focus on personalized education to prevent cognitive and emotional deficits and maladjustment in adolescence. I am firmly convinced that the cornerstone of a century of education lies in its early years. That is why advanced education nations invest so much in early education. If I am called the “Superintendent of Early Education,” the “Foundation Superintendent,” or the “Children’s Superintendent,” I will be proud indeed.

In middle schools, we will fully implement the Free Year Program and collaborative arts activities, nurturing rich emotions, dignified intellect, and an inclusive attitude during the sensitive adolescent years. In high schools, we will create a fair system where students, as responsible young adults, can prepare for higher education and future careers, with a variety of subjects and disciplines to choose from.

I will realize the “Seoul 3-P Community Education Model.”

The saying, “Every child is our child,” must become a reality in Seoul. Inside and outside schools, at least within the embrace of early, elementary, and secondary education, everyone must be able to trust and be trusted. We will build a system where children are cared for safely and seamlessly within the “family embrace,” the “school embrace,” and the “community embrace.”

Based on this, we will create an integrated model of education, care, and welfare through cooperation among families, schools, and communities. Even if a child’s family faces hardship or disability, they should be able to receive education and care without worry about cost. We will establish a system where out-of-school youth can have their academic achievements recognized and receive learning support allowances.

Through strong cooperation between the Office of Education and local districts in Seoul’s expanding Innovative Education Zones, the “educational safety net” will become even more robust. This will make possible an education where no child is left behind.

I will continue to embed the values of innovative future education throughout Seoul’s educational system.

For the past four years, I have led Seoul education with the value of “innovation.” I take pride in the fact that this is the first time in the 100-year history of Korean education that a superintendent has led with “innovation” as the core value.

However, while I recognize the historical significance of “innovation” in changing Korean and Seoul education, I do not want to be confined by it. Innovation is always a work in progress. Over the next four years, innovation will evolve to embrace the future.

With the spirit of “starting anew, and then anew again,” we will review and build upon the achievements of innovative education, nurturing children who are equipped with the competencies needed in the era of the Fourth Industrial Revolution. We will strengthen innovative schools and share their experiences with regular schools. We will establish regional collaboration systems and invigorate teacher learning communities within and between schools, harnessing collective intelligence to complete the innovation of Seoul education.

We will promote maker education and improve school environments, such as through “Dream Classrooms,” making schools places where learning, play, and rest thrive. As relations between North and South Korea progress, we will implement peace education based on coexistence and mutual prosperity, and we will strengthen global citizenship and multicultural education. All these value-driven educational efforts will be united under the overarching goal of cultivating democratic citizenship.

We will further mature the culture of integrity within the Seoul Metropolitan Office of Education. We will root out opportunities for corruption and prevent complacency in administration. We will strictly manage and normalize some private schools that have been involved in irregularities.

We will realize the creative restructuring of educational administration toward a school autonomy system.

Despite efforts to achieve a qualitative leap in education through school autonomy, schools are still constrained by the guidelines and supervision of the Office of Education. While we emphasize that global talent is cultivated through challenge and creativity, the ranking-based university system and social inequality still threaten to keep schools focused on finding the “right answer.” Excessive and unhealthy competition undermines real competitiveness.

Now, we will move beyond government-led education and harness the energy of diverse, autonomous schools as the driving force for educational reform and advancement. Ultimately, education happens in the eye contact between teachers and students. Our goal is to create an environment where teachers are not burdened with administrative tasks but can freely and autonomously manage their curricula. This is the direction and goal of all educational innovation.

The era of the Office of Education dictating and directing is over. Our role now is to support teachers’ passion, respond to parents’ educational aspirations, and care for every child with attention and sensitivity. Over the past four years, we have expanded school autonomy and created an environment where educators can focus on education. Now, we will undertake a more structural and comprehensive restructuring of the administrative organization.

The Office of Education will boldly reduce projects and reorganize to become a comprehensive support system for schools. Through dynamic governance involving teachers, staff, students, parents, and the community, we will foster diverse and harmonious educational development. Through these efforts, we will build schools where public education, not private tutoring, is the foundation of children’s learning.

We will set an example of open civic governance and a quiet revolution in daily culture.

Looking back on the past four years, I have seen that policies succeed when they reflect the concerns of educational stakeholders and citizens and when those stakeholders participate directly in policy implementation. I will establish a system where, if 10,000 citizens or 1,000 students petition for a policy, the Office of Education is obligated to review and implement it.

I will also operate an open Superintendent’s Office, where communication between the superintendent and citizens is ongoing. Throughout my four-year term, the open office will be in operation, but for the next month, during a “special listening period,” I will personally review every suggestion and opinion received.

I will also open a “temporary superintendent’s email” for all members of the Office of Education, local education offices, and schools, so that diverse opinions can be heard directly.

I will further invigorate the Seoul Future Education Imagination Talk, where teachers participate, and the Seoul Student Participation Committee. I will also expand the advisory system to ensure that the voices of all sectors are heard regularly and candidly by the superintendent.

Beyond this, I will creatively develop various systems for open civic governance, setting a new standard for open public institutions. Schools and educational spaces are where future generations experience and learn new cultures and practices beyond current conventions.

Recent changes in daily culture, including the School Me Too movement, show that the wave of innovation is spreading beyond politics. To keep pace, schools must become spaces where freer, more autonomous daily cultures can flourish.

In this spirit, I will promote efforts to realize democracy in everyday life. We will reform the culture of strict titles and ranks, rigid uniforms and hairstyles, and hierarchical and authoritative relationships. I hope for a culture in the Office of Education and schools where jeans and shorts are freely worn, where differences are respected, and where diversity is recognized. To achieve this, we will encourage all members of the educational community to reflect on existing practices and create new collective intelligence through deliberative democratic processes.

Dear citizens of Seoul, my teachers and mentors,

Over the past four years, I have learned and acted as an “active administrator” for educational innovation. Before deciding to run for re-election, I repeatedly asked myself, “Why do I want to be superintendent again?” The experiences of the past four years answered me: “Education must once again become a path and a hope. I have found that possibility.” With this question and answer, I begin again.

Whether a student learns slowly or quickly, excels or struggles, I will leave no child behind. I will ensure that no child is marginalized, wronged, or discriminated against, and I will advance toward a Seoul education that is warm, just, and responsive to every child’s potential.

I will lead with quiet but steady innovation toward this vision. My dream is for educators around the world to look to Seoul’s educational innovation with admiration and to come here to learn. Now, with “one more step,” Seoul education will take ten steps, a hundred steps, and take root as the foundation for a century of education.

Perhaps, in the course of these efforts, we will not become a preordained educational advanced nation, but an original, homegrown one. None of this can be achieved by the superintendent alone. Some tasks require absolute cooperation from the central government, and many are constrained by laws and regulations.

I will boldly innovate unreasonable practices, systems, and administration to make the Office of Education more field-friendly and citizen-friendly. Let us go together. The true owners of Seoul education are the students, teachers, parents, and all citizens.

I will listen more, think more, and act boldly. I will create a Seoul education that even those who hesitated to entrust me with this task will gladly endorse and be satisfied with. I will incorporate the valuable pledges of my fellow candidates into Seoul’s policies.

Let us join hands. I dare to take the bold first step toward an advanced educational nation in Seoul. Once again, I extend my hand to the educational family and citizens of Seoul. Please take my hand. Let us open a new, more vibrant era for Seoul education.
